The lacquer will adhere just fine. There are some stain/lacquer combinations that will fail if you sand to 220, but lacquer by itself works fine. FWIW - I work in a finishing shop (factory furniture) and we always sand everything right before finishing, even if it's getting a "natural" finish (lacquer).

On non Lacquer topcoats/finishes you need to scuff each coat prior to the next one so in effect you are sanding out blemishes between coats. If you put on 10 coats, you will end up with a finish of 10 coats, one on top of each other. On Lacquer topcoats/finishes you do NOT scuff between coats cause each coat will amalgamate into the previous ones.

You could try with a sanding block & maybe some 220 grit but it's going to dull the surface & keeping on the binding & only the binding may be tough. I wouldn't recommend it. If you want to hand sand a lacquered surface, you'll actually want to start with a higher grit than a veneered surface. In general, it'd be best to lightly wet the lacquered surface and use 320 to 400 grit sandpaper for finishing.

Lacquer is a hard paint compared to enamel and although it does expand it does not expand at the same rate as the steel sub-straight. A better example would be; if the steel expands 1" and the lacquer expands 1/2" the lacquer splits or cracks. It nothng more than a tug of war between the two and steel is always the winner.

Properly hand saned, the paint should have a uniform dull look to it, it shouldn`t look sanded and scratched. Nikken goes to #2500 and #3000 and their #2000 is better than any run-of-the-mill #2000 wet/dry you find easily at auto parts stores. Yes, the quality of your paper makes a huge difference.

I've always thinned my lacquer just about 10% Any more than that could ruin your batch. They also make a product called 'smoothee' that is a lacquer additive than helps prevent fisheyes, and makes the surface a little better. Its like 25 drops per gallon or something. It builds quite quickly and burns in like solvent based lacquer so you don't need to worry about sanding through upper coats. No yellowing. ... Vinyl sanding sealer made for lacquer. Acrylic and lacquer paints have a fast dry time, but the lacquer colors cure faster. No sanding was done between the coats so I do have a fair amount of orange peel to deal with. Two days after spraying I wet sanded several panels using 3M 1000grit wet on a spongy pad just to see how it would clean up. I didn't get too aggressive, maybe removing 80% of the peel on the panels. Looks OK.

The gloss shine comes from the lacquer not the colour beneath. Besides the base coat colour layer is matt when dried not gloss. Prep the whole section with 1500 wet and dry and the sanding marks will not show through the lacquer. On a light colour you might see evidence of your actual touch ins but not the sanding marks.

I'd just repaint it myself using acrylic lacquer after doing the prep and paint work described above by Meph. If you worried about it fading and losing its sheen just use a lacquer clear coat after you color sand and polish. Acrylic Lacquer is the most forgiving paint medium I've ever experienced.If your not a pro its excellent to learn on.

Wet sanding fixes a lot of minor mistakes. Once the paint is hard, you can wet sand ( Always with a hand block) using 2000 sand paper. Fold the 9x11 sandpaper into 4 long strips, crease with your fingernail, and tear on the crease lines. Use a bucket of water or water spray bottle. Sand a little and wipe off the sanded paint with paper towel.
